The basis of the new building law, which should be discussed by the Chamber of Deputies today and on Friday, must be compliance with deadlines. Therefore, it is necessary for the entire construction administration to go under the state. This was stated by today's Minister for Regional Development Klára Dostálová (for YES) at today's meeting with journalists. It is around the so-called institutional model of law that the biggest disputes have been since the beginning of the negotiations. According to the Ministry of Regional Development, the standard, which is intended to significantly speed up and simplify construction management, should gradually enter into force by mid-2023.

"As far as the Chamber is concerned, we are in agreement with the opposition on the basic issues regarding the change of process. What is different is the institutional form. We must insist on the form presented by the Economic Committee. Because the alpha and omega of the new of the law is compliance with deadlines, "said Dostálová.

According to her, the substitutability of officials is also important, which is not possible in the current model. "And it is absolutely essential for us that officials be substitutable. So that no one ever happens to come to the building office again and receive an inscription - closed due to illness," the minister added.

Dozens of votes awaiting amendments to the Building Act. The basis is the overall parliamentary regulation, which assumes that the entire construction administration will go under the state. It is probable that the final approval of the deputies will not be completed on Wednesday, and the turn will not come until Friday. With the Building Act alone, more than 60 votes on dozens of amendments could be expected. After that, they will also decide on the related amending law, which amends other laws. About fifty proposals came to him. The Economic Committee met above all the amendments last week and made its recommendations. Among other things, he did not recommend the rejection motion made by the Pirates.

According to Dostálová, the approval of the Building Act is also necessary in order to be able to effectively draw European subsidies in the programming period 2021 to 2027. The Czechia should have a record roughly 970 billion crowns at its disposal. "In order to successfully invest these resources in roads, bypasses, railways, water projects, housing, and so on, we need a new building code. , "Dostálová added.

The opposition ODS has previously stated that it will not block the discussion of the law. "But we want to explain the reasons that led the opposition to its alternative proposal to change the building law to the one taken by the House as a basis for discussion. The implications for construction proceedings can be extremely serious. "said ODS Deputy Chairman Martin Kupka.

The law, as presented to the deputies by the government, was to bring the so-called hybrid model and preserve the building authorities in the municipalities. It was established on the basis of last year's agreement between the Ministry of Regional Development and the Union of Towns and Municipalities. However, the comprehensive amendment approved by the Economic Committee provides for a pure state administration. The chairman of the union, František Lukl, criticized the change in the draft during its discussion and called it shameful.
