Opposition criticizes the planned construction of a skyscraper in Ostrava

Parts of the opposition do not like the intended construction of a skyscraper in the center of Ostrava, which is to be the tallest building in the country. At yesterday's meeting of the council, opposition representative Martin Juroška (KSČM) suggested that the city should not conclude the necessary amendment to the contract with a private investor, which the representatives discussed for more than two hours. However, his proposal was rejected by coalition representatives.

"I think this is one of the last moments when the city can painlessly reverse," said Juroška. According to him, the skyscraper is a completely useless building for Ostrava and will only parasitize its surroundings. He also criticized the fact that, in his opinion, the city is adjusting the terms of the contract too favorably in relation to the investor. "If we look at it objectively, it is a building that shows off its eccentricity, and a building that most Ostrava residents do not need at all. The building is energy and ecologically demanding," says Juroška. According to him, the construction of additional office space or luxury apartments in Ostrava is necessary.

Juroška reminded that the National Monuments Institute (NPÚ) also disagreed with the construction. The conservationists pointed out that the high-rise building was in conflict with the interests of state monument care. According to them, the architectural study of the design of the Ostrava Tower building with a height of 235 meters is in direct conflict with the interest in the protection of cultural and historical values ​​and, moreover, does not respect the valid spatial planning documentation.

Deputy Mayor Zuzana Bajgarová (YES) pointed out that the opinion of the NPÚ does not have a direct influence on the project. "The opinion is of a recommendatory nature in the proceedings. The binding opinion is then issued by the relevant department in the city, with the decision on their analysis and analysis of the whole situation, which opinion they will issue.

Yesterday, city officials decided on the necessary amendment to the contract with the investor, whose proposal, for example, exceeded the originally set regulatory conditions. The original contract had to be amended with regard to this fact and other issues addressed. The revised form of the contract has also been criticized. Opposition deputy Lukáš Semerák (Ostrava), who supports the construction of the skyscraper, pointed out, among other things, that the deputies did not have enough time to get acquainted with the changes in more detail.

"The conclusion of an addendum to the purchase contract is an important milestone in the project of construction of a high-rise building in the New Carolina area and moves the project to the next phase. In accordance with the contractual conditions, precise deadlines for land management, building permits and building approval will now be set," said Jindřich Vaněk, spokesman for the investor, RT Torax. He added that, despite the opinion of the NPÚ, the Department of Spatial Planning and Building Regulations, as the competent body of state monument care, had already issued a favorable opinion on the construction plan this week.

The architectural studio Chybik + Kristof Architects & Urban Designers is behind the design of the skyscraper. At the top there is a public view and a restaurant, it should be commercial and entertainment facilities, offices, a hotel, congress halls and apartments and wellness facilities. The building should be 235 meters high and should have 56 floors. The building is to stand on a plot of land along 28th October Street near the Nová Karolina shopping complex, which is nicknamed Slza. The land was bought last year by the Ostrava company RT Torax, which wants to build a skyscraper on it. When selling the land, the city announced that it wanted a new high-rise building.
