Montenegrin health authorities on Monday allowed foreigners to enter the country without a negative test for covid-19 and partially mitigated epidemiological measures. This decision of the new Montenegrin government is justified by the fact that, as Minister of Economy Jakov Milatovic stated, due to restrictions on entry into Montenegro during the summer, the country lost nearly half a billion euros, although a negligible number of tourists were responsible for coronavirus transmission within Montenegro.

The health authorities have also lifted the ban on traffic between municipalities on weekends, while catering facilities will continue to operate from 7 am to 8 pm, but it is forbidden to perform live music. They explained that the epidemiological curve in Montenegro has a stable character, although there were epidemiological risks during the holidays.
